Safe Bike networks will create a European-style healthy venue for getting around, appreciating the scenery and getting exercise.

Biking should be a valid transportation option for getting around. This can only happen if common people feel safe to ride where they need to go. Only the county can make these connections because routes often pass through multiple municipalities.
