Consider controlling where Flock or similar ALPR camerals may be placed

There are increasing concerns nationally of Flock or similar "Automatic License Plate Reader" type cameras being placed and used inappropriately. These structures capture more than just license plate data - they can do face recognition, bluetooth signal capture, and can track location history in a searchable database. This data has broad potential for misuse. We should consider banning these in places where a simple camera would suffice such as parks and trails, or ban them entirely.
