Doylestown is the county seat of Bucks County, but what you're saying surely holds true for Montgomery County as well. However, there's nothing in the state's Municipalities Planning Code that requires any of what you're saying. There's nothing that requires housing at lower price points, and nothing that requires senior housing units in all development proposals. The solutions require municipal and county creativity to make progress on this issue.
Housing for all
From "Vision 2050"
Go to the project
Doylestown needs to strive as home for all, those that can afford “luxury” housing but also need include in plans affordable housing .
in every multi-family unit there must be in inclusion of affordable units .
housing plans must also include senior housing units. There can not be a Devo’s over 55 homes without a less affordable units
we are pricing out those that should live and be part of the community.

I know that Doylestown is in Bucks a county. We need to take action in Montco to preserve affordable housing. . New Townhouses are over $500.
We must add something in zoning laws that builder must include options .
Times have changed . Smaller single homes are not being built.
Right now as you know the municipalities are blaming the county and visa versa . This is such a basic need .
With your future planning there must be a place for communities that have both kinds of housing.
