Create workforce housing for low-income residents. Create affordable housing for very low-income residents who are cost-burdened. Help those with housing choice vouchers (HCV) to access high opportunity neighborhoods and not have so much HCV concentration in certain municipalities (ex: Pottstown and Norristown).

Concerns regarding the additional housing needed creating competition for limited water and electric resources with the result being residents without water and/or electric and the additional housing unable to meet occupancy requirements.
