I hear you - I live in a neighborhood where all the utilities are above ground, and trees often take out power lines. But it's very expensive to put things underground! Hard to retrofit older areas for this, but a good idea nonetheless.

Maybe start having utilities underground in a tunnel like other countries have? This will make it easy for utility companies to still repair or upgrade utilities without closing a road etc. It will also prevent trees from falling on cable and power lines leaving people without power sometimes for days.
